Boil potatoes to firm, about 12 minutes, drain and transfer to a big bowl, cool in refrigerator to stop cooking.  Chop the celery and onions, add to the same bowl.  In a small bowl add everything else except the eggs, mix.  Fold in the eggs.  Add from the small bowl into the big bowl, fold in until just mixed, Chill for at least 4 hours, 4 days is not bad.
